Permitting Laws
Permitting laws govern the lawful or unlawful possession of weapons and arms within the capital. Firearms are omitted from these statutes, being under the jurisdiction of the Minister of the Arsenal.
Permits of Common Sanction
Permits of Common Sanction govern permits handed and authorized for commoners. They are authorized under the authority of the Blacktower Commander, but can be revoked by the Bloodsworn who oversee all permitting within Arandous. Permits of common sanction are valid in the main city, but not the admin district or any government buildings.
Mercenary Permit
Mercenary permits are valid and issued by the Mercenary Commissioner, with limited advisory input from the Blacktower Commander. They are allowed to carry weapons and armor in the main city, and the admin district if a contract requires. Mercenaries are required to submit to permit inspection if requested to by a noble or member of the Blacktower Guard. Mercenaries are not allowed under any circumstance to carry weapons on palace or government grounds.
Blacktower Permit
The Blacktower permit is valid in all government buildings and districts except the palace. They are granted the authority to arrest and investigate citizens in Arandous, as well as nobility with an active warrant. On rare occasion, cited as “Contractus in subitis”, Blacktower Guards are granted entry and authority inside the palace during political emergencies, where additional manpower is required. Under such circumstances, command authority is removed from the Blacktower Commander and placed under the Bloodsworn Lord Commander.
Bloodsworn Permit
The Bloodsworn permit is the highest grant of authority in Arandous, allowing its holders to carry weapons at any occasion or circumstance. They are vested with the authority of issuing warrants for noble arrests, and presiding over noble appeals. They are granted authority to revoke permits for wrongdoing, but are expected to use restraint when considering a revocation.
